I really didnt see that at all, If we are going by the fact that is the start of the batman universe, he was a crook that was mistaken as a rat, a snitch and all his lines and ways he spoke were very se in my opinion, hsi first dialogue with bruce along with the car chase, solified that he was a very ESTP kind of person, because this film isnt about making the same old batman we saw before, so I welcome the change of seeing someone like the penguin be a pawn instead of the main villian, like making spiderman and making dr otto octavius working for the bad guy but not being evil himself
