I wouldn't say he uses Si, his intense focus on the Hoover Dam being the Rubicon that transforms his legion, as well as the choice to emulate Imperial Rome; "Precisely because it was so foreign, so alien" heavily indicates Ni. He's one of my all time favorite villains despite the legion ultimately being rather undeveloped as a faction simply because of how plausible his story is. I totally believe someone like Caesar could exist in this setting. He's well read, intelligent and cunning. Most games would probably have had Lanius be the conquerer since he's a strong warrior, but Caesar understands how empires are built and maintained, even if the legion is likely doomed following his death.

Caesar, born Edward Sallow, is the leader, dictator and co-founder of Caesar's Legion in 2281. Worshiped by legionaries as the self-proclaimed "Son of Mars," a former member of the Followers of the Apocalypse and an ex-citizen of the NCR.
