Starscream is such an awesome character; treacherous and cowardly villains are really cool. As usual, this version is an ENTP. His Ne-Ti usage is evident in both his demeanor and body language, as well as his decisions: he sees all the possibilities inherent to an objective situation and takes advantage of them by making connections supported by an independent reasoning. For example, in TF07 he uses the advantage of flying to swiftly take down as many Autobots as possible while avoiding damage and running away as soon as possible (his fight with Ironhide and Ratchet comes to mind), as opposed to the other Decepticons' willingness to fight them head on. He's also a planner, if the trap involving Sam's parents in ROTF is anything to go by. And the way he constantly questions Megatron about his plan in DOTM while still taking the opportunity to gleefully destroy the Autobot ship is another example. The Ne-Ti usage is also apparent in other scenes, such as in the way he sarcastically mocks an injured Megatron in Africa, or when he's toying with Sam while trying to kill him, both in DOTM. However, its greatest example is in TF07, when Screamer actively abandons Megatron in the middle of the final battle by letting the other jets shoot him down in order to assume command of the Decepticons (that is, assuming he wasn't one of the jets who shot him down in the first place). Regarding his lower functions, Starscream uses Fe mainly when he puts on a sycophantic facade in front of Megatron (in a similar way to his Animated incarnation) which goes out of the window the moment he is in front of beings he regards as inferior (namely Sam); meanwhile, his Si may be associated with his pragmatic survivalism (the "Sometimes, cowards do survive" line in ROTF is just iconic). Overall, I'm inclined to consider this Starscream a EN(T). On the other hand, I think Starscream primarily fits the Sanguine–Choleric temperament, or at least some combination of Choleric and Sanguine. His Phlegmatic side is obviously a facade that he only puts in front of Megatron, and whenever he shows his true colours he is prone to showing a mix of enthusiasm and arrogance, as seen most notably in his smug and sadistic behaviour towards Sam and Carly during his death scene. His Choleric side is further emphasised in the videogames and other supplementary material. Finally, this Starscream is a villainous 3w4, being an ambitious and deceptive image manipulator oriented towards achievement. Unlike other iterations of the character, which are usually SO3s not shy about their willingness to climb the social ladder, this version of Screamer seems to be more of a SP3, being more focused on ensuring his survival through productiveness over openly showcasing his vanity. Regarding his tritype, 368 seems accurate, fitting his cowardly E6 and brutal E8 fixes. Edit: Starscream is far more likely to be a SP7 than a enneatype 3. A head type with a focus on self-preservation does fit him more than a heart type, and his overall characterization as an opportunistic survivalist and as a smug yet cowardly charlatan with individualistic and sadistic tendencies seems to be much more in line with a SP7. A 783 tritype is probably the way to go.
