SPOILER WARNING I don't think I am the only one who noticed this but John during episode 1&2 and 3&4 are completely different from each other. At first, he comes off as an idealist soldier who aims to help people and continue Steve's legacy but without the intention of copying him. His goal is to ''be the best Captain America he can ever be'' not some another super soldier. He seems a bit arrogant at first, but does his job efficiently we can actually see him enjoy doing his job. (There is a part where he smiles at his partner and seems enthusiastic overall when they fight the Flag Smashers on top of the trucks. Probably many other examples too but this is the one that stuck with me the most.) Everything goes fine until he meets Sam and Bucky. Their attitude towards him because of their image of John as a replacement and a copy of Steve Rogers is what started John's journey to his demise. On episodes 3&4, his cocky persona starts to fade away. He starts to overthink. The responsibility on his shoulders as the new Captain America starts to become a huge burden on him. Fighting with those super soldiers made him think (or realize) he can't keep up, despite proving himself as the most agile and intelligent soldier in the army. He lost his vision as the idealist soldier who wanted to be the best Captain America he can ever be. Now, he thinks he has to become Steve Rogers. Not because of his personality or morals, because of his strength. And this is the part where he starts to mess up. (Episode 4 spoilers ahead if you didn't see the huge spoiler warning.) He starts to fantasize about the super soldier serum to reach his goal to become stronger. His conversation with Lamar encourages him. The same conversation about the serum between Zemo & Sam just proves how far he would go to ''get the job done''. It was also mentioned in episode 4 that the serum corrupts people (not Steve Rogers, an exception) and John is very much likely to lose his sanity over it, considering how power hungry he is now. Lamar was his leverage. Considering they had been together as partners for all this time, death of Lamar forced him to make his judgement based on his hatred. Going after one of the Flag Smashers just to kill him in front of all those civilians shows us again that he no longer desires to be the next Captain America: he just wants to become stronger. His reputation is ruined and I can't wait for what comes next.
