Don Corleone was definitely hesitating if Tom Hagen is competent for position of consigliere and in my point of view he was not, because Tom was much more "middle management guy" and not a war strategist. We can see lack of creativity when solving problems, lack of vision, he's too much focusing on facts etc. Vito was giving him the qualities of INTJ (ISTJ and INTJ could be very similar in some ways, 2nd and 3rd functions are the same, Te+Fi), when he was thinking about him, but it was obvious, that he's not. The true INTJ was Michael Corleone and he got the best from Tom and was much more honest what he want's from him and how he sees him and his role in family bussiness.I want to make sure I'm not saying he was incompetent, he showed, that he could be very accountable, cold minded and good adviser. Just look how impressively Tom dealt with that Hollywood producer Jack Woltz. It was obvious, that Tom had hard times dealing with Sonny (ESTP), but when Mike (INTJ) get into charge, it was much more comfortable for him. It also reminds me, when hothead ESTP Sonny started freaking out after Sollozzo attempts to kill Vito and he threatened Sollozo with revenge, Tom Hagen just responds to him: „It's not personal Sonny, it's strictly business!“. Sure, he was emotional and family oriented, but those are ISTJ's too, not just ISFJ's...
