I'm not so sure if she's an ESTJ or ENTJ, but she's definitely a Te Dom. Her Fi Inferior is clear and in the end she doesn't even believe that she is actually an evil person. All her actions are justified in her opinion because she does these things to protect the kingdom and she pays for it with gold.
