He has a lot of Ti and Fe mannerisms, the strange phrases and poor understanding of how he comes across to people. Even the 'Whatever happened there' thing is indicative of him being empathetic and good with people to a point, but in the habit of saying too much and trying too hard. He'd helped negotiate a peace between Tony and Philly and immediately lost it by gilding the lily about past wrongs. A Te/Fi user like Tony knew straight away that it was a mistake to bring up something so personal and fresh in Phil's mind. This is also probably why he's seen as dumb by the other mobsters, since he follows his own logic and values and barely treats the business he's in as organised crime.
