It's a common anime trope, but if someone like Karin exists in real life they most likely have dissociative identity disorder, which makes a Te dom but frequent Fi>Te moments when certain conditions are met i.e. alone with Sasuke possible. I think that a normal Te dom, even with developed Fi, will not show their love openly and exaggerated to the point like how Karin acts as it shows intellectual weakness and impulsivity, and the core of Te is to act (as in action, not acting) smart objectively. And actually she does try to hide it e.g. locking the doors so that Suigetsu won't barge into her and Sasuke. The only reason I consider Karin to more likely be Te Dom is because most her actions are Te-motivated except those with Sasuke, and I believe Kishimoto aimed to create a serious character with a hilarious non-serious side that serves as a foil to Sasuke. Assuming that, Karin's Fi moments make sense.
