Recognize that we learn to behave differently in different settings (e.g. work/home) and can even look like we have 'different personalities'. According to the four sides of the mind theory, an ENTJ's superego (side of the mind) is a Fe dom: ESFJ. I believe we draw on our superego when we take responsibility. He's mature, and holds a high public office, so has a responsibility to "care" for the people. He even explained in an early episode that speaking this way was clever/wise. This would explain how he passionately persuades the public, while privately maintaining a rational, driven, forceful, power-hungry ENTJ nature.
