If some one else’s memory suddenly poofs into your brain will your genes and childhood brain that absorbed all the trauma while being so small go bye bye? It’s as simple as that. They are not the same person aqua simply has Goro’s memories but he also has ENFJ and INFJ parents and his Parents’ genes. Him being affected by his parents' genes were repeatedly stated in the manga. Even by himself. He said I used to be carefree, smile at whatever and say whatever but now I keep having goals and new traits. When he internally talks to Goro, he states he is interested in Arima and Goro keeps saying Sarina is mine, while aqua doesn’t even have an eye on Sarina like that. Even at chapter 163 the mystery god said you’re not Goro you just got Goro’s memories, but you’re still a child of those two with THEIR traits.
