Jeppard doesn't seem 8-like to me. He is big and strong and a bitter, lonely man, which is why he reasonably relies on his own strength and isn't really that nice. But I don't think he does things out of having a gut-driven reaction to gain power and authority, his 'I'm on my own' attitude is just because he trusts no one, sees the dangers everywhere and is driven by his fear of running out of pills (he's forced to become active). At the beginning, he is very mistrustful of everything, including Sweet Tooth (understandable because Sweet Tooth annoys him and eats his food/ pills lol). He's also, ofc, very mistrustful of Bear later on, questioning her and seeing her as nothing but an additional danger to the group. We can see him doubting everything. His to-go method is to do what is 'reasonable'. Like Pubba, he's also quick to constantly remind Sweet Tooth of the dangers of the world. When he eventually is near being killed by Bear's group, I read it as him having on a poker face the whole time because he could only choose that as his best approach, but actually being very anxious. We never see him threathen, struggle for power or pushing against Bear's group, despite all of them being half his size and very young. He doesn't seem to me like his core fear is losing power, he always seems easy to be reasoned with if one is able to convince him that something is the 'safest way' to do things. Later on, in a 6-like fashion, he becomes very loyal to Sweet Tooth; ready to go into danger to bring him Dog. Again, this whole segment in the train seemed way more 6 than 8 to me; always staying reasonable, avoiding fights, thinking hard about what to do next.
