I don't see how Nucky could be an 8, as they're usually cut-throat, violent, action-oriented and power-seeking. Nucky can be dry at times but he knows his way around people way better than a typical 8, he's more cautious, charismatic and socially adept too, in seasons 1 and 2 he even denies acknowledging the murdering part of his business simply because it's too crude to bring up in a conversation. Nucky is pretty traditional and simple too: he enjoys the lavish lifestyle and status his illicit bussines allows him to have and he embraces the look of a normal family man the company of a younger and beautiful woman by his side can give him and he enjoys providing for her as long as she's up to play the role of devoted partner. He said before prohibition he loved his life: he had enough friends and money to be happy but was forced to plan a new kind of bussiness when alcohol was prohibited. 8s lust power for the sake of it, Nucky doesn't, he just loves mantaining his status and image. He's just too interested in the illusion of being a good citizen to be an 8, sp3 applies better to him and he's not excentric or visionary enough to have a 4 wing.
