She is all about building something great and defining oneself based on what was built. Eboshi is strategical, efficient, hard-working and calculating. At first glance she doesn't exhibit the usual 3 superficiality but still does the whole movie which is about her not seeing the true meaning of things, but staying at the Te 3 metrics of what works.
