Tenko definitely isn't a high Fe user. She is one of the most conflicting characters of V3, always fighting for her personal values and she doesn't care about external harmony or the group even the slightest. You can see that very clearly in chapter 2 after they find Ryoma's body when Himiko was being resistent about saying what was the magic trick behind the tank, and even if the whole group needed that info Himiko (Fi dom) didn't give them. So, whenever someone tried to push Himiko a little more for her to say the trick, Tenko yelled at them to leave Himiko alone because that's what is personally important to her according to her values (Fi) instead of thinking about the group and how much they needed that info (Fe). Her entire relationship with Himiko is based on her feelings instead of Himiko's who is clearly annoyed by Tenko. Also, risking herself for Himiko doesn't mean Fe since any type can take risks for someone they care about. Her values about man are also due to her Fi, if it was Fe she would take the group's needs as her own and no one besides her shares this value. The reason why she may seem to use Si is because of her enneagram 6, she seeks some external beliefs to hold herself to because she needs to feel secure. That's what Neo-Aikido and Himiko means for her. Se is a info gathering function, it's realist and see things as how they seem to be, focusing pretty much in the moment and that's how Tenko perceives things, not through looking at past experiences
