Doing her job who stands for take care of people doesn't mean she is Fe aux. Maybe she devolped her Fe bcs of her job, but she is objetive and work with logical facts, using a very critical language sometimes. Kirumi can deal with critical situations in a calm and rational way, trying to put everything in line before getting to any conclusion because there is a process for that, and she tries not to jump into conclusions so fast. When she killed Ryoma, you can see that she follow her job and peoples desires without much hesitation, just doing her duty and nothing less.
