Kirumi can deal with critical situations in a calm and rational way, trying to put everything in line before getting to any conclusion because there is a process for that, and she tries not to jump into conclusions so fast. When she killed Ryoma, you can see that she follow her job and peoples desires without much hesitation, just doing her duty and nothing less. In the end, Kirumi tries to defense and justify herself with Fi tert in the trial "i'm doing this for everyone", "i must serve everyone and protect them", "i just want to protect everyone, why are you interfering?"
