First of all, he's a psychopath. Psychopaths have an excellent way to talk to people, convince them to do things etc. Not going to go deep in this subject since there's a lot of information about it. That being said, and insisting on typing him somehow, based on cognitive functions only, I believe this trait (being good in talking to people) is definitely not related to Fe. Throughout the film, we can see him refining his social skills in order to best perform his murders. That scene where he practices his face expressions is one example. I believe this is a way he's developing his Te - in the sense of making the best system to perform an action.
