I think he is perceived as Ne dom because of his humorous style. People only look for over-usage of Fi (in their terms, depression?) when it comes to INFPs so they get confused when they see an INFP with well-developed Ne. Why are INFPs alive if they can never be productive in their lives? And I think your writing style isn't meant to be based on your dominant function. Actually, I think INxPs tend to show more Ne in their ''works'', and ENxPs in their livings. Gaiman shows more Fi in his life, speeches, and advice. He uses child characters to describe Fi-based ideas, which are highly individualistic and far away from society's rules.
