Movie Frodo is a rare example of 4w5 being mistyped as a 9 imo. He is not a 4 in the stereotypical "emo/artsy" way but in how he automatically differentiates his suffering from others, over-identifies with it, and amplifies it. He consistently emphasises to Sam that he doesn't understand what he's going through and that his struggle is uniquely bad. Many interpretations of his character (and I think this is more true in the books from what I remember) see his empathizing with Golem as 9-ish over-empathizing. However, instead I think that something about Golem's brokenness draws him in and he sees himself in Golem - which is highly 4-ish. Compare him to Sam, a positive type, who tries to stay upbeat during their journey while Frodo is constantly negative. 9s are supposed to be a positive type. Yes, you can say he was negative because of all of the horrible things he endured but even after the adventure, he becomes extremely dissatisfied with life in the Shire and chooses to leave for the Grey Havens. This suggests to me that there's a sort of constant inner negativity/feeling of brokenness in Frodo that he feels can't be fixed even when everything is going well. Feeling like you can't be happy even when things are going well is somewhat universal, but it's predominantly associated with 4s and to happen to the level that it does with Frodo suggests a core 4.
