He doesnt use Ni whatsoever. He doesnt seek underlying truths and meanings much like Hee-Seo. He has very low Ne; doesnt wanna explore possibilities and would rather let things stay the way it was supposed to be, which was to have Hee-seo go back to his family and avoid his romantic feelings. Yes he seems like an Fe user because he cares about Hee-Seo but that's due to his own moral and system (SiTeFi). Also 1w9 would always try to do the right thing for peace. He has a "mask" but its different from INFJ Fe and INFJs wouldve been skeptical and know the answers sooner because they have strong intuition and analyze people more closely
