I didn't really see the original Bowser as a real villain because he can go from conquiring the galaxy to give stars to the last player in Mario Party games because he cares about equity, and I can barely see his paper homologue as a real villain either. In general, Paper Bowser kind of behave like a spoiled child, which is pretty funny to see.
