In RE1 he was still building his own game and didn't had much choice, had to go on the front line, but since then he had enough resources and a dead status in order to work from the shadows and kept doing this. In RE4 Remake, he only appears after his agents fail/need help or support, and quickly goes into hiding as soon as he can. All of Tricell, Irving, Excella and RE5 plot was done with him out of the spotlight and he only appeared after Chris managed to dig enough information and start to be a pain for Wesker's plans, if Chris wasn't there, Wesker wouldn't even be piloting the assault bomber and the world would've ended without anyone ever knowing it was Wesker until it was too late Him being skilled in combat and other stuff has literally nothing to do with Se, if you think otherwise I suggest you to cry, because many INTJs in fiction are skilled in physical activities and are listed as INTJs here
