Just want to start by saying he is easily my favorite character in the show, my boy deserves some love! Anyway I, like many others, think he's SiTe because he was entirely content to accept the systems given to him & follow his orders to the letter, until Chiyuki (FiNe) forced him to expand his view on judging, & start to think outside of the box he was initially given (Inf Ne). I also think the way he keeps the puppets after his visitors have left & dresses them up in the exact clothes they wore at the bar is a an example of Si-Fi.
