This lady is a hundred percent ISTJ. You can clearly see she has Si instead of Ni when you compare her to Prince Carlisle who's ENTJ. You can see in their interactions how he always asks her about the "after", whereas she is focused on solving the issue at the moment with consideration only of past information (Si), instead of the future (Ni). She is all about being responsible, sacrificial, dignified, etc which is a very typical SJ thing. It's not that an INTJ would not have such traits but they would question things more often and would consider the "what could be if..." (NiTe) instead of "it has to be like this because..." (SiTe). I would give more examples but the leading function is so clearly Si. You could even argue that she's an ISFJ because of how in tune she is with her people's emotions and not her own (due to auxilary Fe).
