Imo she's an ESFP. Just because she's a ***** doesn't mean she's ESTJ. She gets bored by lenghty conversations that seemingly don't help her advance her goals. When she takes over she replaces the old small Council with completely new members just to shake things up and get rid off old geezers and replaces them with young yes-men often basing her judgement on her very subjective personal opinions. It's neither focused on pure effectiveness typical to Te-doms nor carefully assesed which would be typical for high Si users. She has Te-tet which makes her forceful and somewhat pragmatic but she's Just not that skilled with using this function. I guess her Ni-inf makes her see hidden conspiracies where there are none as well as it makes her oblivious to real threats.

After Robert's Rebellion, Cersei married King Robert I Baratheon and became Queen of the Seven Kingdoms. She is the mother of Prince Joffrey, Princess Myrcella, and Prince Tommen of House Baratheon of King's Landing. Cersei becomes a POV character in A Feast for Crows.
