I really don‘t see Fe over Te. Her care for her family and children steams from her inferior Fi, but she is unable to extend that kind of care to a greater good or other people apart those closest to her. Instead she has unhealthy Fi, which manifests in a tyrannical way and combined with her Te makes her Machiavellian and power seeking only caring for herself and no one else. Her manipulation also is Te and not Fe. Compare her to Margaery. While Margaery tries to gain the support of the public and uses a more subtil and soft kind of manipulation, Cersei mainly intimidates others with her political power.
