Reading Locke would clarify that he was interested in the idea of God, religion, and morality from where he derived the idea of social contract. Locke was also deeply interested in the concept of human consciousness and epistemology. Yes, he might've wrote about political affairs and believed experienced to be the sole source of human mind, but from where he derived his arguments, is heavily abstract in nature, rather than the concrete evidence. Which laid out the foundation of his social contract. His position might be Si based but Locke himself was a Ti-based philosopher. Perhaps his Ti was not developed like Kant, but still his arguments are quite Ti based.

John Locke (29 August 1632 – 28 October 1704) was an English philosopher and physician, widely regarded as one of the most influential of Enlightenment thinkers and commonly known as the "Father of Liberalism". Considered one of the first of the British empiricists, following the tradition of Sir Francis Bacon, he is equally important to social contract theory. His work greatly affected the development of epistemology and political philosophy.
