You get a lot of important characterization from him in the opening parts of the game. A lot of care for his home, Baron and his men, a strong belief in the protection of others, justifying his actions on those moral grounds even as they oppose his ideals (which is all Si-Fe.) Cecil's Fi is not strong at all. His primary concern is about serving his country and loved ones until he begins to struggle rationalizing Baron's actions (Ti child), and then feels deep guilt over perpetuating them (especially as he's taking care of a remnant and reminder of the cruel deeds he committed via the King's deception!) Of course, he broods a lot in the DS remake menu monologue, and his arc is about embracing himself as a new person that embodies his becoming as a moral paragon and someone who resists what his once-status quo has become (important emphasis here!) but Cecil is also a so1 whose need for being moral and having integrity manifests as a desire to be that exemplar who proves his own virtue even in a world that seems to shun his beliefs, and I fail to see how that's related to dominant Fi, which provides little pretense and compromise about what it stands for and requires little external validation per se.
