Pops isn't any Ne dom or an Fi user, his primary focused is adapting his behavior in order to suit the needs of his external reality (i.e. his social network). If he were an ENFP he would naturally retreat inwards for morals and emotional development, and an Ne-dom would primarily be focused on exploring as many possibilities as they could, rather than projecting most of their focus on their community. Ne is an extremely underrated function in ESXJs that can make them very humorous and adaptable when well developed, but Pops is still a structured person who prefers to organize himself via specific routines and procedures, rather than leave open ended situations. He acts over the top and energetic but that does not itself = Ne, that's simply his socially energized demeanor. The MBTI community has this weird thing with intuition dom vs tertiary . Whenever an ISXP shows a lot of Ni they get a bunch of INXJ votes, and whenever an ESFJ shows a lot of Ne they get a bunch of ENFP votes. Prominent intuition does not mean intuition dominant.
