Well, I know we haven't seen how RK900 operates at all but based on the premise of him being the embodiment of perfect machine that carries out order perfectly by programs (Si) effectively and efficiently (Te) make sense. I imagine him having a high usage of Si-Te without using any of the other function at all, I mean he should be the perfect robot afterall.
