He realized that they don't have to kill each other instead they can resist against Yonemi so him and his friends could escape the island. In other words, he didn't think the only possible outcome is killing all of his classmates, instead he thought they can actually beat the system so everyone survives. This is a perfect example of Ne-Ti-Fe imo. Battle Royale is the best manga i've ever read and i love him, can you imagine what would happen if Kiriyama's coin flipped the other way?
