Does this person actually care about justice or does he just want the navy to be "just" and absolute? He seems to dismiss any questions towards his judgement and his absolutism seems way too unfair for someone who apparently cares for justice above all else. I dont think he is core 1 at all, he really only cares for power to command others and to crush any opposition, the way he speaks about justice seems to be nothing more than milking strong words for influence, his genuine passion only seems to appear whenever he talks about the navys reputation and crushing the pirates, he seems completely inconsiderate for whatever harm the navy causes as long as they dont end up looking bad.
