IMO he seems to put Te before Ni; gets to the top spot by all means first, revolutionizes the country later. He also join the frontline often rather than just manipulating from shadow (Kidnapping/rescuing Ovelia came to mind) so Se tert rather than inf Se. Also his manipulation on Ovelia and their tragic end screams inferior Fi. Also put him on opposition with Ramza, who is Fi dom/Te inf. Delita became successful but lost everything he truly cared about while Ramza died/got reviled by history but managed to keep his morality and his loved one intact.
