Are there any ESTP arguments? I personally see more Fi than Ti in him. For example when he threatens Hassan he gives him two options: give the kite and leave or take the kite and "pay" for it. An ESTP using Ti would have probably thought : "I can kill two birds with one stone if I can take both the kite and still make Hassan "pay" for it". However Assef being an ESFP he priorities his own personal values (Fi) in this case being openly honest. We see this too when he fights against Amir and Sohrab. He specifically tell his guards to not harm Amir and Sohrab if they won and when they did he didn't go after them. In no way I'm trying to justify his actions all I'm trying to do here is trying to analyse his motives...
