How does he show Ne>Ti? His whole arc is that he's a calculated, intelligent guy that aides with his knowledge Ti and Si. Then looks to possibilities with Ne. I'd even say his Ne is relatively weak for an INTP, still okay but he's more reliant on Si. He's just pretty confident due to 1 and belief in morality against the corrupt, 1s will stand up for their beliefs and Hooper certainly does exactly that.
