In the manga it's offically noted that Iemon always volunteers to arrange the cones before team practice, and stays until the end of the afternoon training sessions every day to help other teammates. He didn't want the goal keeping position (in fact he hates it, as it's shown in the "BL additional time") but he does it anyway, because no one else wants to be at the gate, and he canonically "has trouble rejecting others' requests" because he is too susceptible to other people's opinions of him. I'm not sure what his tertiary function is, but...tell me how can THAT be Te ＞ Fe?
