Fukao once mentioned long time ago that Utsugi’s alignment is Chaotic Evil, while Hatsutori is Lawful Good🤔. But in my view, in conjunction with Utusgi’s past experiences, he didn’t start out with a complete disregard for the lives and freedoms of others, nor did he enjoy chaos and fear from the bottom of heart. He did show pleasure in hurting and destroying the followers during later days, but by that time he could no longer be described as mentally sane. So I think his nature is more in line with the definition of Neutral Evil, he can abide by the rules as well as break the discipline without any hesitation in order to achieve any of his own goals. He could never be a character of Good alignment. Because this character follows his selfish desires and personal feelings in all his actions, and for that reason regards moral laws as nothing.
