I see Fe-dom. He changed who he was after winning the games just to survive, and he also held in that he was being abused because he didn't care for his own appearance if that meant the people he loved were safe. Also, he said that the people who bought him paid with secrets, by opening up to him, to me that screams Fe. He's not as individualistic, like Peeta, he doesn't care about holding on to an identity or even a set of morals if it means the people he loves are safe. He's also immediately able to "read" Katniss's mind in most cases, he understands what she's going through. His Se is too well-developed because he was forced to develop it through the Hunger Games. He was raised in an environment that made him able to read his surroundings and use them to hurt others, so obviously he's going to appear Se-dom. Also, just because he cares about his appearance doesn't mean he's an Se dom. He knows his appearance manipulates the emotions of those around him, so he uses it. That's more Fe than Se to me.
