He did kind of have the right idea and is based over all since he was protecting the town from chaos and criminal behaviour developing (I mean look at the amount of brats today) but it had a wrong execution overall as the toys should have used put in an archive or only given to those resposnbile and there are other ways to establish order. I also don't think he's that extroverted since he only really interacts with his guards and grimsley and everything else is him getting angry at citizens for breaking the rules.
