Just because she has a goal it doesn't make her a three, I think that's a misconception... Every villain has a goal, or else there would be no movie or plot. Ursula takes pride in being this helpful witch towards others, but she always expects something in return. This is very heavily, an unhealthy 2 trait. Not only that, but when you see that enneagram 2s disintegrate into 8s, everything makes better sense. When put under stress at the end of the movie, she became much more forceful about her goal like an 8. Not to say Poor Unfortunate Souls is such an enneagram 2 song. Basically, she's quite the ENTJ 2w3 if you ask me.
