Scuttle has obviously seen humans before, because he knows they blow on instruments or brush their hair, being his inspiration for the Dinglehopper or the Snarfblatt. But he doesn't just make up nonsense on purpose or even know he's wrong. Scuttle hasn't seen a fork or a smoking pipe in use, but has seen brushes and brass or woodwind instruments before, and observed their shapes and features. Then connects those shapes and features to the items Ariel brings him, and we can assume he's done this with many more items than shown in the movie. He sees items as what they could be and generates ideas about it, then transforms the use of the items into what he thinks they're for. BIG Ne. Scuttle's line about the snarfblatt after it doesn't work as an instrument, "maybe you could make a little planter out of it or something" supports this even more.
