*** spoilers *** Deanna always tried to first understand PEOPLE, and only then find them a fitting role they could perform. That contrasts with Te-doms wanting to fit people into functional roles within a system. I guess you could say that's just 1w9, but she simply works too hard to keep individuals positive and motivated by understanding their wants. She literally interviews and records everyone's answers once they walk through the gates. She wants to understand their beliefs, wants and quirks; so that she can fully understand them as people. The way she made Michonne and Rick cops, Daryl a recruiter and Maggie a future leader to be trained were all spot on predictions. She was also comfortable with ignoring high pressing Te issues just to keep the positive vibe of the community going.
