I do see a lot of 3 in him but I really think he's a 6w5 with a strong 3 fix. He never seemed motivated by social hierarchy or a need to be admired or anything like that, and during his job at the ministry he was super focused on making sure he was seen as capable and dependable. He shows the slight anxiousness of a 6 in situations where a 3 would typically seem, at least outwardly, more polished and "smooth". Also, 6 disintegrates to 3 in stress which fits well with his character arc throughout the series.
