His banishment of Lingsha’s mentor wasn’t by strict law but by his judgment of what would spare her harsher punishment later. He threatens torture against Luocha despite it being outside normal conduct, following his internal compass of necessity. His choice to craft the Wardance as bait for cultists instead of a standard ceremonial event is his personal definition of justice and “right timing”.
