I really don't know how to describe. He says he wants to heal Middle Earth and he acts as if it is true, but the others don't believe in him. Perhaps it is his thinking mode that makes him see no difference between ruling and healing? There are other strange things as well. In the last episode just released today, he is requesting, almost begging Celebrimbor to tell him where the nine rings are, but at the same time he tortures Celebrimbor to his death.
