One of the her defining characteristics (I think it's explicitly stated by the other characters on more than one occasion) is how genuinely selfless she is. 2s like to help and be of assistance, but as a image type they need an indication that they're wanted/loved in some way. Lucie on the other hand is basically just content to remain in the background, quietly and unobtrusively influencing her loved ones' lives for the better.
