Otto is E8, not E3. His entire personality is about exerting control over others in order to keep himself and Arora free from harm. His and Arora's core fear is to be controlled and hurt by their environment which is very apparent in the Kress Twin documents and their voice lines in game. They've endured hatred and abuse for their condition their entire lives and suffered horrible trauma from when their dad tried to surgically separate them. He NEEDS to be in control of their environment in order to feel safe. Before working for Murkoff he was a highly charismatic, rich and influencial politician who controlled major corporations and media stations from behind the scenes (Silence the Idol is a good representation of this). But his main goal isn't to be KNOWN for his accomplishments and power (core passion of 3), it's to acquire power and control so that he can live according to his own impulses and desires without being controlled/harmed by others (core passion of 8). As digusting as his relationship with Arora is, his main desire is to live with her unapologetically and avoid persecution for their condition/incestuous love.
