I think Ann is more of an SX 9 than any kind of 2. She comes across as a gentle, unassuming and fairly passive person who struggles enormously with saying "no" and as a result often winds up getting dragged along in others' schemes, typically Leslie's. As has already been pointed out, Ann also very clearly demonstrates the classic sx 9 trait of "merging" with one's romantic partner, in that she admits outright that she goes through phases because she naturally takes on the interests and passions of whatever man she's with.
Biography
Leslie's heterosexual life partner. They first meet in the pilot episode, when Ann attended a town hall meeting to bring an abandoned construction pit to the government's attention. For the first three seasons, Ann was a nurse at the local hospital, making it somewhat baffling that she seemed to spend so much time with the other characters at City Hall. Eventually, she was given a part-time job at City Hall to solve this problem.
