I think the thing that makes Matsuda stand out from the rest of the task force is that he’s willing to think and delve into ideas that may be extremely controversial, yet he does so anyway in order to peer more into the morality of his actions. While the rest of the Task force is certain that Kira is evil Matsuda looks past that and tries to understand his motivations and reasoning. I would say that this mindset of trying to delve into other topics of morality with very good reasoning points to higher Te rather than Si. Too be honest I didn’t really see much Si in him or in the show, he’s more so inventive on the fly and has no problems improvising and using the quickest way possible to get to his goal which looks like tertiary Te.
