I think he's actually an Fe dom. His whole motivation with the ring is not for his own power and glory like a Te dom (or a TJ like his father) but to save his city and his people. That's why he's riddled with guilt after he snapped out of the ring's pull to take it away from Frodo, and he compensated it by sacrificing his life for the hobbits. Even his dying wish is still about saving his people--he called Aragorn, his supposed rival for the throne "brother" because Aragorn promised to protect Gondor. He's also portrayed to feel sorry for his disfavored brother instead of feeling proud, because Fe hates the exclusion and conflicts between those they love. Although he's probably taught to be more on a manly side (some ExFJ males can really imitate Te doms though).
